Permits
Completed and undergoing
investigatory work relates to the establishing of
documents required for receiving the permit needed
for field investigations, building and operating
the wind farm at Stora Middelgrund and its shore
connection using high voltage cables at the wind
farm to connect with the shore.
Among the permits needed for
the building and operating of the wind farm and
its shore connection are:
1 The shore connecting high voltage cable will require a permit in accordance with the Swedish Electricity Act (electric network
concession).
2 The the wind farm will be built outside the Swedish territorial border but within the economic zone. Therefore, a permit in accordance with the Act on Sweden's Economic Zone for erecting and operating the wind farm and a permit in accordance with the Continental Shelf Act for building and
maintaining the high voltage cable from the wind
farm to the territorial border. Both of these
permits will be granted by the government, or an
authority appointed by the
government.
3 The above
mentioned acts are related to the Swedish
Environmental Code (MB) which means that an
environmental impact assessment according to
Chapter 6 in he Swedish Environmental Code must be
compiled and a consultation according to Chapter 6
must be held.
4 The Swedish
Environmental Act has no authority outside the
Swedish territorial border which is why the
erecting and operating of the wind farm will not
be subject to any permit according to Chapter 9 in
the Swedish Environmental Act. However, the
installation and maintaining of the sea-installed
high voltage cable from the territorial border to
the pier is considered water operations which
require permission from the Environmental Court
according to Chapter 11 in the Swedish
Environmental Code.
5 Additional
permits or exemptions may be needed according to
Chapter 7 in the Swedish Environmental Code,
should certain selected nature protection or shore
protection areas be affected by the cable
connection.
6 If the cable
connection affects agglomerations, the Swedish
Planning and Building Act (PBL) will come into
play which may cause certain parts of the cable
installation to become a matter for the local
board for planning and building.
Any investigatory work needed
for land installed cables connecting the farm with
the backbone network will begin in
2006.
